Politicians in Congress care about getting elected and not much else. Bush, Cheney, Gonzo, Rumsfeld, they didn't care about things like that. They did what they thought was right unlike corrupt and jaded politicians like Reid, Pelosi, Schumer, and Obama who want to remake America (yeah, the consensus among the sane is is Obama illegal or incompetent) into an image of Europe and will pander to any group or say anything to cynically get a vote.
