i dont have gpedit.msc and i have windows 7. maybe i have a different windows 7 than other people?

DO NOT SET THE SETTING TO DISABLED!!! LOOK CAREFULLY!! IT SAYS:
"If you DISABLE this setting or do not configure it, the system uses the DEFAULT VALUE of 20 PERCENT of the connection." SET IT TO ENABLED AND IN THE OPTIONS BOX PUT IN 1 PERCENT INSTEAD OF 20!!!

@gwes31 no, just go into start and then type CMD and run it and then type gpedit and it will run the program

anage>UsersAndGroups>EnableAdm inistrator(By Default Its Disabled) In fact some Win7 versions doesn't let you login as administrator.anyways i would recommend dont mess up with your gpedit except this tutorial -
