That's right, the incandescent light bulb ban, which aims to phase out certain wattages of incandescent light bulbs, starting in January 2012, is simply not a real law!
In 2007, congress passed the Energy Independence and Security Act of 2007, which specifies wattage requirements for incandescent bulbs. The only problem is, that same bill, acts by accidentally striking out those same wattage requirements.
For any skeptics, I will refer you to the US Code, which confirms:
"Subsection (i), referred to in subsec. (l)(4)(F)(ii)(I), was amended by Pub. L. 110--140, title III, ยง 322(b), Dec. 19, 2007, 121 Stat. 1588, by striking out par. (1) and adding a new par. (1), and as so amended, subsec. (i)(1)(A) DOES NOT RELATE TO MAXIMUM WATTAGE REQUIREMENTS."
Hence, the law, as it stands, does not specify wattage requirements, and thus, any enforcement of these wattage standards will be the enforcement of an urban legend!
