I guess Rock vs Hogan at WM18 was filler because there was more screen time dedicated to HHH and Jericho. Yes, in the PG Era, Punk is filler! In the Attitude Era, Austin and Rock were the leads, but they had a great supporting cast who WWE made us care for. There's not one midcarder, besides maybe Punk, who WWE has made me care for!
