UCF's new Brighthouse Stadium was criticized over the weekend for its lack of water fountains.
University officials said fountains were not included in the design plan, possibly as part of the effort to keep construction costs down.
They said the stadium was designed under the 2001 building code, which did not require fountains as long as water was available. Unfortunately, the bottled water ran out.
Sixty fans were treated for heat issues and 18 were taken to the hospital by ambulance.
