it looks like it was intended because the player character seemed to look down at the guy :O

@TheCrezyte Throughout the game you communicate with certain quest NPCs via a handheld holo-projector, the model for the NPC got mixed up with his smaller hologram version. The actors and camera in cut scenes track other NPCs automatically which makes it look like the bug was intended when it actually wasn't.
