Rules of Engagement!! They have to shout Freeze, Police to give chance for the suspect to surrender, SWAT wants to minimise causalities, its not like most FPS where you just kill all suspects, its their job to arrest them and put them to jail, not killing them. SWAT only can shoot if the suspect causes some threat such as holding hostage or pointing his gun towards you.
