It's people like this guy who cause other people to have to risk their lives trying to save him.

People down there had remember Rita from 2005. She was supposed to directly hit Galveston/Houston, but made a wobble to the east hours before landfall and hit the Beaumont/Port Arthur. There's also the fact that before Ike, that area hadn't seen a cat 2 storm or bigger since Hurricane Alicia in 1983. That's 25 years between major storms and human memories are short. Some knew the risk anyway and either couldn't evacuate or remembered the stories of looters from Hurricane Katrina and couldn't go.
