Why are you feeding the bear? Don't you know a fed bear is a dead bear? He obviously has been tagged before and that is because people like you have fed him, he learns to associate people with food, he becomes aggressive toward people, breaks into houses and cars or destroys campsites looking for food, then gets captured, tagged and relocated. And now you are feeding him again and you are perpetuating the problem. There's no reason for him to be there other than he gets a handout from you.
