The British state regognised them as criminals therefore the SAS should have attempted arrest due to the fact that the IRA volunteers were outnumbered in the back of a van. These criminals were not given the chance to surrender. Shoot to Kill would not have been an issue if the british state had accepted the fact that it was an act of warfare rather than an act of criminality.
