When I create the new layer and try to do the fill, if I leave it at normal and 100% it fills but it doesn't apply to the background layer. If I change to soft light and 60% and try to fill, nothing happens anywhere. I am using Gimp 2.8. Is there a different process for that version?

click file then export then top left where it says your file name.xcf click after xcf and press delete 3 times then type jpeg so it should be filename.jpeg and click export and ok there you go :P
