It's a form of civil disobedience, genius. Just like boycotting a company or a bus system or staging a sit in. It's to create a non-violent disturbance that attracts attention to a cause just like the BSU did at UCSD at about the same time by blocking the entrances to the campuses.

Stupid police. If they'd waited ten more minutes they could have arrested the protesters OFF the freeway and we wouldn't have had to sit in traffic for two hours.

Wait, what does being on the freeway have to do with getting money for an education system? Way to stick it to the man you guys. All those fines you will pay for those misdemeanors will be funnelled back into the state though, so it all works out in the end.
