@types10000 If reform was any real part of it - beyond simplistic lip service like relabeling prisons as "correctional facilities" - we wouldn't have such horribly massive recidivism, or the lifelong post-sentence hardships (disenfranchisement, discrimination, etc) associated with prison. Also, punishment for a crime isn't the same as protecting the public, even if the net effect of both is incarceration.
