@MrKietbui Technically that would be the best thing to do ... but ... if you are only flushing and not cleaning around the burner (which you really ought to while you're at it), you can turn the burner down to the lowest point without turning it off, and just ensure the water inlet valve is left open to prevent from (over)heating an empty(ing) tank.
