I always found it quite funny, as part of Data's way of reciting.

I kinda always figured that maybe Brent Spiner didn't have a lot of time to rehearse that scene, and just kinda memorized the words without giving much thought to the way they went.

But, yeah, for the record, NOT a question. lol
