It isn't. This video was uploaded when YT's video quality sucked hard using a few hacks to squeeze the maximum possible quality. But today they already have reencoded the video... so you wouldnt understand why the other people's comment say this video have superb quality. ^^

you don't need to upscale anything to get a 2M bitrate on YouTube, i've a video that i DOWNscaled from a 1080p resolution to get that bitrate, and they don't need to be progressive either, Xvids work the same. you don't know anything about videos do you? whoever taught you how to upload this probably stole the trick from someone else. and as for why it doesn't work anymore is because noobs like you going overboard with bitrates this high, learn to get good quality within 500kbps,
