@mijachris654 If your bios supports it there should be a setting in bios, but I must warn you, it could damage your computer if you don't have proper cooling.

Not sure what's suprising about this, it's thermally throttling on die, use a program like throttle watch(if it even supports C2D's) and you'll see it's inserting idle clock cycles internally. The TCase of an e4500 is 73.3*C thus why it doesn't go much over 74*c, as it started throttling. You won't see this in a program like CPU-Z as it doesn't actually downclock it, it simply tells the cpu to do nothing for a short period of time as an attempt to cool off. I've tried this on Pentium 4's.
