This is a song by Obata Youko from the series Mahou no Star Magical Emi. The song is "Nankoku Ningyo Hime" meaning "Tropical Mermaid" as she repeats in the chorus with a strong japanese accent. The images are from the show. I threw in a few images of Youko herself singing the song.
