in Wilkes-Barre, Pa., waters were expected to crest at nearly 41 feet by early Friday, more than 18 feet above flood stage. Officials issued mandatory evacuation orders for about half of the city's 40,000 residents and asked businesses to close by midday Thursday. It was unclear how many left, but a spokesman for Mayor Thomas M. Leighton called Wilkes-Barre a "ghost town." Another 80,000 people were ordered to evacuate from areas surrounding the city. - New York Times 9/9/2011
