to fix it at start up keep pressing F8 and it'll give you options on how to fix it

I recently had the same problem and it took a while but I fixed my laptop. In my case, I found that my RAM was corrupt and once I replaced my RAM my computer was able to start up with no problems

i would say the hard drive is corrupt. buy new hard drive, fit in laptop and install windows. then wired into your router or modem goto dells website and download the drivers after entering your tag number.
