What is this revisionism? The Ramones were founded two full years before The Damned. And let's not forget all the proto-punk bands that inspired them the first wave of punk (UK and US alike), like the Dolls, Rocket from the Tombs, The Stooges, MC5, etc. Anyone who says punk started in England is either misinformed or has some weird nationalist agenda of cultural appropriation. Read any interview with the founding members of UK punk and they'll tell you they got it from the Ramones and the Dolls.

It's debatable. The earliest punk release as an EP was by the Damned. Punk rose from the English pub rock scene, the Americans followed.
