Backstory-wise, between Peacock and Painwheel, I'd say that Peacock's is more tragic: a war orphan, refitted with high-tech weapons of mass destruction, and the fact that she sees life as nothing more than a cartoon shows that some brain-messing has been done, although not as severe as what's been done to Painwheel. On the aggression side, Painwheel takes point; her attacks are pretty much those of a berserker, compared against Peacock's moves. They both look good, though.
