Not sure how it works on that version of SA2, but on the ol' dreamcast version i've managed a perfect ring count by doing the level normally, there is no need to backtrack to checkpoints to recieve their max ring scores, the game will compensate for it accordingly. Think about it, why on earth would the game be designed so you have to do it unnaturally to get a perfect score?
not complaining btw, you did a very good job in the vid :) I would have died so many times trying it like that XD

Yes, in both GC and DC versions you can get a perfect amount of rings without backtracking. But that'd only be 174 rings. If you want to get 194 you need to backtrack at some points so the checkpoints give you higher amount of rings when you touch them. You know, if you have 20 - 39 rings when you touch one, it gives you 5 rings. If you have 40 - 59 it gives you 10. 60 - 79 gives 20.
