Looks to me like a knotted handkerchief, correct me if I am wrong, but I think Milligan was famous for wearing one. Or perhaps Daleks look friendlier with knotted hankies and a total inability to move in a straight line.

its a knotted hankie on his head, it what he wore during the show,, nothing to do all with pakistani.
