Never really liked Spikes comedy. I don't subscribe to the 'he's a genius' they say that about a lot of comediennes and its a trite overblown. This is funny though, taken as nonsense. I bet Spike likened a Daleks voice to the way Asians spoke English back then hence doing this skit. Thats all. Or he simply thought: image a Pakistani Dalek'.

@MultiBelle22 I think it's a wet towel or cloth. Apparently, it was suppose to disable or dis-orientate the Dalek.
