this had to be built on an existing building in order to finish and rent out a basement to satisfy the Americans with disabilities act. It was either that or an elevator, for space that will never be used or visited by anyone with a disability.
I agree that that ramp is wasteful, especially when you consider all the places that need ramps and do not have them. It is who you know not what is right when it comes to any law, the ADA is no exception. Take Lester Miller, a lawyer, a wheelchair can barely get into his office after you move the furniture.
