Exactly. It was a softball because they said "village". There aren't really villages in America, so it was implied against foreigners. Americans don't really mind exterminating civilian foreigners. Not that we are unique in that mentality.

The constitution doesn't say "American Citizen", it says "person". Long story short; your friend is misinformed.

"No State shall make or enforce any law which shall abridge the privileges or immunities of citizens of the United States; nor shall any State deprive any person of life, liberty, or property, without due process of law; nor deny to any person within its jurisdiction the equal protection of the laws." /the bill of rights
It says person not citizen ergo the rights apply to anyone.

I'm not an American, but even I know that your constitution applies to all PERSONS, except where it explicitly says it only applies to citizens.
