I think Pac was overall the better rapper BECAUSE of the reasons Shock G gave and ALSO his flow was too much. He may not have tongue-twisted as much later in his career BUT in his earlier songs like Young Black Male, Tha Lunatic and Scared Straight he evidently shows that he can test Biggie's flow.
