A ghoul according to Rosario+vampire is a ghost which inhabits a corpse mindlessly wandering and killing and eating humans, the reason tsukune is called a ghoul because he acts very similar to one

Tsukune is not actually a ghoul, or else he'd be a zombie bent on eating flesh.

When Tsukune's body is weakened too greatly the vampire blood in his body can no longer be controlled. This causes the blood to control him with only vampire instincts in mind, namely seek out blood and carnage. This is similar to a ghoul so that is why it is called his ghoul form.

I personally love Tsukune's ghoul form, I hope in the future he can fully control it without any help or just become a vampire himself.
