Even though this looks pretty weird, it is actually this way that you can set your farm so that it appears to be at a different ground level!
All those farm pictures you've seen where the farm seems to be 3D...it's this way that you do it!

its not actually stacking its only putting the fences behind each other and makes them look like its staked because its 2D
