The debate on the various proposals contained in the harmonized draft constitution that was unveiled yesterday begun in earnest. Most of the initial attention was however focused on the proposed structure of government. The draft proposes that executive power be shared between the president, who will be the head of state, and the prime minister who will be the head of government. However many people today were questioning why a president who is elected by a majority of the voters should share power with a premier who holds this position by virtue of being the leader of the party with the majority in parliament, and therefore does not necessarily enjoy the popular mandate of voters. But the committee of experts is dismissing claims that it has made the president a ceremonial figure, arguing that as a head of state, the president still wields a lot of executive powers. The committee explains that what the draft has done is to reduce the imperial powers of the presidency and dispersed them to other institutions.
