The way i got it was i used a stealth boy and pick pcket the boy

@SeverinMk you could cover unique weapons (alien blaster), certain perks (Implant GRX especially) , tough enemies (legendary deathclaw) , or a combination of these.

2 charges are obtained per day when you get another gun from the same boy because it respawns in his inventory (dunno how many times)
