This is a parody opening for a character and ship from YAMATO III (STAR BLAZERS: THE BOLAR WARS), episode 14 "Dimensional Submarine Garuman Wolf" -- the commander of the ship is "Captain Frakken" of the Gamilon-Garuman Empire.
The music is from the opening of the tokusatsu (live action special effects) series STAR WOLF (1978), produced by Tsuburaya Productions, the producers of ULTRAMAN. The vocalist is Hide Yuki, who also sang the theme song to KIKAIDA.
