You'd have to watch the movie to get it. The mist was unleashed because scientists on a hill above the town were researching something top secret on a military base and tapped into a different dimension, thus unleashing that dimension into ours. That is why there are the creatures, because they are from a different dimension. So the people all blame it on the military, even though not even the soldiers knew what the scientists were up to. So they killed him.

Not the REAL ORIGINAL Disturbed, not by a long shot, THRASH metal from the 1980s is the original. I'd prefer to see this movie as a whole, King is the master of horror
