My advice is don't ask government for help in solving your gang problem because they will charge you the civilian tax payer for their services.
Americans have to stand up for themselves and will eventually have to fight their own police.

Possibly. However, most of the Indo Canadian leaders of IS were murdered and the Kelowna IS are white guys with IS tattooed on their forearms and they work for the Hells Angels.
