most of the time, the game deliberately throws you inferior pokemon that you will never use ,but it will also throw pokemon on to your party that are designed to be mainstays. You'll typically get one "optimal" pokemon, two "good" ones,and three "situational" ones. You might,however, get screwed over if your team lacks answers to some of the trainers, or if the pokemon that were intended to be good wind up being not that great. You will almost always be able to win if you play it right
Challenge Cup IS a test of a trainer's skill. And so, novice trainers (or ones just trying to beat the cup for the first time) may keep reseting until they get Perfect Moveset Pokemon. But truly talented trainers can win using the "underdog" weak moveset Pokemon.
I used to play just to see how far I could get using the worst generated Pokemon possible, like as Arcanine with Ember. Surprisngly, I beat the whole thing with those "bad" Pokemon. I did a few more times and still won!

I do that too. Before the first battle, I check each Pokemon's moveset and see if it is perfect. If they are, I go for it but if not, I try again.

The enemy gets perfect movesets, so I don't care: I'm resetting until i get a decent team.
