@havocrein From the appearance itself it's clear this uses technology from the Top Plate. No doubt there are indigenous additions to the design(the computer equipment, for instance, has a higher target capacity) but it's origin is Russian.

@thelazyreader Its the Type 382 Radar, not reverse engineered Top plate, its a improved version of the type 381 radar which was installed on the 051B Luhai class DDG, the type 381 radar was developed during late 1980s, long before the import of the Sovremenny class, Type381 uses a single direction plate, while Type 382 uses 2 direction antenna with an added surfac at the backside similer to the Top Plate configuration, but the overall radar are still derived from the Type 381.

This radar is a reverse-engineered MR-760 Fregat(Top Plate). The latter was on the Sovremennys the Chinese bought from Russia and is a common fixture on most modern Russian warships.

Also the dome on the rear mast is a reverse-engineered Mineral-ME volume search radar(another Russian system that was on the Sovremennys).
