how is it the manufactures responsibility to do anything more than make packaging recyclable, and make an effort to encourage people to recycle it?

I know! He tries to defend his position/ perspective but almost always fumbles it in the end. Not so subtly positioned at the table either - far right Russel and Todd on the far left (from the audiences' perspective).
