Thirsty Mariner Destroys Neighbourhood part 2

Approximately 2 years ago the Thirsty Mariner opened in Sumner. This bar is located directly adjacent to an apartment complex that houses nearly 75 residents most of whom are elderly. Since opening life has become miserable for anyone who lives near The Thirsty Mariner.
Here's why:

Loud music
The Thirsty Mariner is not concerned at all for their neighbours. Nearly everyday (excluding Sunday) the Thirsty Mariner plays it's music so loud that it can be hard from a far away. Residents have resorted to living with ear plugs in. This noise comes in the form of booming PA systems for quiz night on Wednesday, live bands (now every Thursday until Midnight), outdoor TVs cranked up for sporting events, and of course loud music and bass that assails residents throughout the night. The situation with noise has become so bad that some residents have moved away while others have taken to sleeping in their offices in the CBD as it is quieter. Noise Control has been called dozens of times but states that they cannot act as the Thirsty Mariner holds a licence to be a pub.

Shouting/screaming
Accompanying this music is loud shouting and screams coming from intoxicated TTM patrons this also keeps residents from sleep.

Fights
There has been a considerable increase in aggressive behaviour and fights stemming from intoxicated TTM patrons. There have been fights on the premises and in the parking lot. On one occasion an elderly couple in a car was terrorized by a gang of drunk TTM patrons who began rocking and jumping up and down on their car while the elderly couple was trapped inside.

Broken glass/vomit
There is often broken glass and vomit on the sidewalk - a testament to the party the night before. It is heartbreaking to see children having to steer their bikes around this mess in the morning.

Second hand smoke filling the apartments
Many of the apartments cannot open their windows as the second hand smoke from TTM patrons drifts up and into residents apartments. My wife is now pregnant and I don't want her to have to inhale the collective smoke of TTM patrons.

Drunk drivers
Living next to the TTM we see numerous incidents of TTM patrons stumbling out to their vehicles and driving away drunk.
