The people at the bottom of the pile will leave Detroit last, no other available options. The higher income groups left years ago. People who had the means to move elsewhere.
The poor will take the blame, nothing to do with blue collar industries closing down. Hide from the economic truth and play the blame game.
Lets blame the feckless coloured folks. Or even the Canadians and Mexicans, not to mention the unions. It's the fault of everybody else.

@Terri71100 If black people 'suffer', isn't it their own fault? Other minorities - South Asians, Vietnamese, Chinese, Japanese seem to do very well in so-called 'White' societies inspite of what black people insist are racist barriers to progress. These groups do not sit on their fannies and demand 'reparations', social programs nor affirmative action. They educate themselves, work hard, are law abiding and pay their taxes. They don't waste time blaming whitey for their problems.
