1- ur story is so strange because normally liferaft dont inflate under watter.... useless u use a hammar and that realeases the lifraft in 3 metter -5meter deep
2-normally the lifraft is atched at teh boat so its nearly impossible to fly away

Life Rafts actually come with an inspection certificate, and there is no such thing as testing a life raft before voyage, unless of course your willing to pay the re-inspection/re-packing fee.
I agree with the 1st part of your comment though...

wow what an idiot, gets the life raft one day before leaving for a 1000 day voyage and doesnt even test it. ....
