1996 BMW 328i Will Not Start

1996 BMW 328i won't start. Every time the car is cranked the fan spins a little. Changed to new batteries thinking it could help. There's a little smoke coming out near where the Oil Dipstick area is. Could it be fuel pump or starter? Oil level is fine.

@ahodina9811, flooded sparkplugs due to hole in air intake that confused the computer to put more fuel than air.

The air intake tube had a huge tear that you can put your whole fist in it. It confused the computer that measures the amount of air that goes to the engine. So the air-gas mixture was all wrong. This caused the spark plugs to be flooded with gas so it was soaked and couldn't ignite. After $180 of repairs with new spark plugs and new air intake tube. The car is running great!

BMW Claridge of Fremont wanted me to pay $7,000 to replace the whole engine.
