I can understand fear and wanting to prevent, But, where do you draw the line and realize that that prevention may fall under harrassment, like an offender may be in coffee shop enjoying coffee, not bothering anyone, and someone knows his past,and confronts him and gets him kicked out of shop, even though he wasnt doing anything besides having coffee and reading the paper!
