It's Taekwando. You aren't supposed to have your hand up because you block more mid section kicks than anything. Although some people like to keep their back hand up (I do anyways).

That makes no sense at all. What kind of style would teach you to keep your hands down in a fight? Do they want you to get hit in the face? That doesn't make it it seem like a real fighting style. In a real fight you was have to keep your arms up to protect yourself more. If someone learned to fight with their arm down, they may actually fight that way on the streets in a real fight.

Because taekwando isnt for street fighting. Its different. Even so the whole point of taekwando is to use your legs not arms. You use your legs to keep the distance. Nobody uses their real disciplines in a street fight anyways
