I heard the Chinese government requires foreign companies to partner up with locals to get access to the the Chinese market.
Actually, China's government will always do what's best for China's GDP -- regardless of how that may be perceived by anyone -- so getting a straight answer to this kind of thing can be a bit on the dodgy side.
