This is not just a black people issue. this happens in several cultures where skin tones vary in shade: Black, Hispanic, Indian, etc. Just because it is more openly portrayed in media outlets as a Black people thing don't assume that it only applies to such.
Which is also a debate in the hispanic community especially since you have "White" Hispanics and "Black" Hispanics. The hair textures differ and often having light skin and silkier hair is thought as better than someone who may have dark skin and coarser hair.
Actually the skit is about both hair and skin shade. They reference several times that the wannabes are light skinned women who wear contacts to lighten their eyes in the movie and song or straighten their hair and wear weaves in an attempt to wannabe like White America. While the jiggaboos are dark skinned women who are what they would consider having the natural look (hair and eyes included). Notice the use of the Mammy/Aunt Jemima and White girl masks.
