Anyway, they had been "informed" that the power had been cut? Obviously they're not familiar with this phrase overseas, "If it's not grounded it's not dead". The guy just climbed right up there with no grounds and grabbed a phase without hesitation.

@TheRealestEver That was 50,000 volts. In the best possible conditions (ie, you're completely dry), average human resistance is 100,000 ohms.
That's a minimum of 0.5 amps through the body, which is about 100 times what it takes to stop your heart.
High voltages can easily lead to death, as can low ones. It's like saying that it's not the fall that kills you, but the landing.
