REPORTER: "Do you think that the current 'No Child Left Behind' has added a burden to the state and local funding of education?"
JOHN MCCAIN: "I'm sure that it has. It's also added a burden for federal funding, which we have not met. As you know one of the big complaints about No Child Left Behind is the programs have not been sufficiently funded; certainly not as much as authorized.
"On No Child Left Behind: I don't think we should scrap it. People say, 'Just scrap it.' I think it needs to be built on, revised and fixed.
"With the experience of the seven years now, six...seven years of experience that we've had with No Child Left Behind to fix it and improve it [sic]. To just scrap it and go back to where we were before—everybody agrees that the status quo before No Child Left Behind was unsatisfactory and our benefit of experience is we've learned. So let's fix those problems and move forward.
"Part of that is being able to compare schools, peoples and teachers all over America."
