If he burned to death, he would heal. In fact, if he was burned and didn't die, he would still heal. Thats his power, not only immortality but the abillity to heal wounds. Watch Mirical Day?

i personally believe that because he was one being that he evolved faster, eventually evolving beyond everything except his head

NO, in the Torchwood hie is literally blown up and the remaining pieces sew themselves back together, thus he can't die even if he gets blown to smithereens, quite literally

My theory is that his body rottend so until he couldn't use it any more, so they expanded his head and put all of his organs in there.

Jack mentions that he still ages, but very slowly. The implication is that he lives for so long and ages so much that....through mutation, deformation, reincarnation whatever the case.....he becomes the face of boe.

He wasn't DEFORMED... he mutated.
The Doctor speculated that instead of aging normally, Jack would mutate in shape. This is how he became the Face of Boe.
