To do this achievement what you want to do is Set the gameplay speed to 0 or 1 to make this a little bit easier. Set the number of rounds to 5 so you have more chances to get it. And finally enable handicap. Next start a local multiplayer match and get another controller out. Have the person getting the achievement choose DeeJay and the other person choose Zangief. It doesnt really matter who the second player is, I just use Zangief because he is so big. When the game starts you want to do a Crossover move by jumping over Zangief and hitting the Medium Kick button(MK). While in the air you want to hold down so you can start charging your final move. As soon as you land on the ground do 3 weak punches (3x WP). As soon as you finish those press Up and Strong Kick (up + SK). You should unlock the achievement as soon as the 7th hit connects.

Awesome! This is extremely simply. The key is to make sure you're jumping OVER the opponent during the first kick.
